Locate Casamance and the place of tragedy
What happened ?
In these last few days, the Senegalese experienced a terrible drama,
on September 26th.
When we were told about it the following morning we all had a very
deep sadness.
So we have asked these two questions : where did the drama take place
? and what really happened ?
We are going to try to answer these questions in order to make you
know more about that tragedy.
Where did this drama take place ?
This drama took place near the Casamance coast. It is located in the
South - West of Senegal. The drama took place over there, off the
Gambian coast exactly at 55 miles from Dakar and at 35 miles from
the Gambia.
What happened ?
The boat "JOOLA" had to carry people from Ziguinchor to
Dakar. It left Ziguinchor with on board more persons than it could
accommodate, so it was overloaded. Added to the fact that boat was
sailing with one engine instead of two, and a strong wind moving the
boat. There was a heavy rain.
Given that it wasn't in a good technical state, it capsized with on
board many people. The majority of people died because the rescuers
were too slow, but there were some 64 survivors. Everybody was frightened
and shocked.
Some fishermen had done their best to rescue some people, but it's
a pity the quasi totality died in the middle of the Atlantic ocean.
In dark circumstances, this is the most dreadful tragedy that afflicted
the Senegalese.
May God allow the people lost to rest in peace in the sea, and give
their families the strength to support their loss.

THE SHIPWRECK OF THE "JOOLA"
Reasons and losses (humans, goods)
The Friday, September 27th, 2002 everyone in Senegal was awoken sadly
by that big bad news: the shipwreck of the "Joola" boat.
The only boat that existed for the connection Dakar - Ziguinchor,
and which served the entire Senegalese population sank in the Gambian
waters, 50 miles away from Senegal.
This tragedy can be understood in different ways. The causes according
to some members of the government were a hurricane that hit the boat
very strongly coupled with bad weather and the sea being very agitated
:
$ Normally the ship was not made to sail in the ocean but in the
river, the ship wasn't adjusted for navigation in the open sea but
only near the shore.
$ The ship was overloaded, more than the triple of the maximum capacity
therefore it couldn't contain 1500 persons because it's maximal capacity
was only 550 persons.
$ The boat was old and in bad shape. The government has not taken
the right dispositions to repair it correctly. It was running with
only one engine instead of the two obligatory.
$ In the night of Thursday 26th to Friday 27th a violent storm has
burst out suddenly with a powerful wind. The persons for protecting
themselves from the rain were hiding in one side. Consequently the
situation worsened ,on top of this, with the corruption which we live
in Senegal, several salesmen had cheated consequently there was an
excess of goods. All these reasons had increased the difficulties.
There was a human loss and a loss of goods.
Among 1500 persons who were on board, only 64 had been rescued, the
others were dead. All the population was touched mainly : One thousand
of young people living in the Senegal nation, it's future generation,
a real work force :
Over 500 students and pupils were victims of such an irresponsibility,
they were the hope of the Senegalese nation, the future leaders of
our country. Workers and tradesmen who were going to buy merchandises
also disappeared..
It would be very egoistic to forget the tourists who came to discover
the green Casamance and who had sunk with the boat.
There were also many losses of equipment, materials, motors vehicles,
goods and others because most of the victims were going to Casamance
to buy goods that couldn't be found to sell them afterwards.
The shipwreck of "Joola" is a tragedy and a national shame
which shouldn't have happened. That night of Thursday will be unforgettable
because every single family in Senegal has heard about one of his
friend, relative or members of his family being a victim of the "Joola".

THE RESPONSIBILITIES AND THE CONSEQUENCES
INTRODUCTION :
The 26 September 2002 at 11PM many people died in one day for futile
things. The "Joola", the only ferryboat, which shuttled
between Dakar and Zinguinchor, has capsized.
The boat didn't capsize by itself. There were many responsibilities
such as the governments; particularly the Minister of Transport and
the Minister of Army. The persons who bought the "Joola"
knew that it was not a boat for sea but a boat for river. The boat
stayed many months without moving because it had broken down.
The government couldn't buy a new engine, which cost about 250.000.000fcfa.
The journalists say that when the boat left the port it was sailing
with one engine. The two Ministers and the members of the crew knew
about the bad functioning of the boat but they had let it circulate.
They had preferred the facility to insurance. The passengers had a
part of responsibilities above all those who didn't buy a ticket.
The clandestines too because they increased the overloading.
The rebels also are responsible because people are to travel by road
to avoid their attacks. The cabin-controller was careless because
there haven't been news from the boat 11 PM to 7 AM and they didn't
try to call them or to search for knowing about their situation. The
national marine could be the first to know what happened.
The unconsciousness of the passengers too has had many bad consequences.
We had the two Ministers ( the Minister of Defense and the Minister
of Transport ) who resigned. The captain of the boat has also been
criticized since he was the only one who could refuse the overboard
of the ship.He disappeared?
Economic plan : we have lost many goods, the closing of the port
market for many months was a loss of so much money for the national
economy.
Social plan : we have lost a young generation ( 400 students ), many
businessmen ( 600 sellers ) and population is affected by this "tragedy"
morally and psychologically.
Political plan : we have now many relations with other countries because
of world solidarity. The main effect of the drama is a sudden change
of the mentalities, a population instantly wide aware of the danger
of overloading in transportation and then who is now constantly fighting
against it. People who are denouncing all what the government used
to let go just for money profit, and suddenly the policemen, the drivers,
the civil servants,
.. all because so conscious of their responsibility
now!!

The lessons after the tragedy of "Joola"
The tragedy of this great boat happened in the night of September
26th , 2002 at 11 PM off the Gambian coast. A lot of people lost their
lives. After this misfortune, several Senegalese suffered and after
they understood that it was not necessary to hurry to put back the
boat in the waters.
Today, there are many lessons that we can take from that. First, we
must pay more attention to the means of transportation ( maritime,
road or aerial ). Everybody also must understood that everyone must
be insured and be able to prove his/her identity. Then the government
won't disregard a situation such as this one, because a great boat
as the "Joola" can not transport 1034 people whereas it
takes 500 in charge with only one engine. The policemen will try to
do their work properly and won't accept bribery any more. In every
bus, they must limit the number of seats and travelers, without forgetting
to verify the state of the vehicle before travelling. It will teach
us, not to wait for last time to react. The government is on the one
hand responsible and the population on the other hand.
However we can observe that the Senegalese mentality has changed a
lot because since this tragedy many things have changed in the behaviour
of people and authorities. There is no more overload in transportation.
The code of the road is respected henceforth and we can note the cars
respecting the traffic lights. And finally people won't accept laxity
and the policemen won't accept bribery any more. With this situation,
there will be more civism and patriotism.
In brief we can say that there is a stricter supervision. With all
these changes, our country will be among the most advanced ones the
world.
People must respect their well-being if they like themselves. The
tragedy of the "Joola" will take us toward a more mature
reflection therefore laws that have sometimes been disregarded will
be respected.
We think that this tragedy will open our eyes because it is a lesson
that the Senegalese won't forget forever.
The government should take his responsibilities to make the national
order reign. It will lead us towards a better Senegal.
